Abstract

Since the Euromaidan, reformers inside and outside the country have been trying to make the disreputable Ukrainian police a citizen-friendly institution. The foundation for this reform has been laid: in 2015 a new policing law was passed and a patrol police introduced. However, some factors complicate the implementation of the reforms: resistance from old cadres who do not benefit from reforms; the institutional, economic, and military environment in Ukraine; as well as the general difficulties international police reformers face in achieving positive outcomes.
