Decentralising Reform in Ukraine

Abstract

In Ukraine, governments have been announcing decentralising reforms for the past ten years. The government in power since 2014 has for the first time swiftly tackled the project. An action plan foresees reducing central government hierarchies and strengthening local self-government. So far, however, the project has failed because of the constitutional amendments necessary for the adoption of the package. Now, a constitutional commission is to remedy the situation. So that the reform can be implemented and become a success, investments in communication and infrastructure are desperately needed.
