Abstract

In December 2010, the European Commission presented a strategy for the Danube region. The goal is to improve the working, living, and environmental conditions in 14 countries. It is unclear on what basis the macro-region Danube was construed and whether this area is able to handle such a strategy. The connection to other strategies in the eastern partnership and the Black Sea synergy has not been worked out. But the strategy represents an approach to a new form of European governance. Its effectiveness will depend on whether the strategy succeeds in realizing some of its numerous activities.
