Abstract

At the start of the 1990s, international contacts secured the financial survival of schools of higher education. Since 2000, Russia’s government has promoted the internationalisation of education as the foundation of the country’s economic modernisation. Participation in the Bologna process is to make it possible for Russia to join the international system of schools of higher education. But education specialists and the Putin system’s need to control are blocking a comprehensive internationalisation of higher education.
